Yeah it is, at first. But it's actually quite simple. At the top right of your page, where it says "Submit Deviation", is a list of things you can do. Update your journal, etc. If you go to people's pages, you can click "Watch this deviant", basically like adding them to your friends list. And you'll receive messages whenever they have new deviations up, or journal entries.

It's easy enough.
